China has published its 15th Five-Year Plan for the intelligent-connected new energy vehicle (NEV) industry, laying out the concrete targets that will define the country’s car sector through 2030.

The plan, issued by the Ministry of Industry and Information Technology and eight other departments, calls intelligent-connected NEVs the main direction of the industry’s transformation and a core part of building a modern industrial system.
By 2030, China aims to cement its lead across the NEV supply chain and enter the ranks of the world’s top auto powers. NEVs should make up 70 per cent of new passenger-car sales and 40 per cent of commercial-vehicle sales, while vehicles with autonomous driving reach scale deployment.
On technology, average passenger-car fuel consumption should fall to 3.3 litres per 100 km and pure-electric cars to 11.5 kWh per 100 km, with high-level autonomous driving running on highways, urban expressways and parts of city centres.
The plan also wants industry-wide digital and intelligent upgrade, lifting total labour productivity 15 per cent above 2025 levels and producing several OEMs in the global top ten by sales and parts makers in the global top hundred.
Internationally, Chinese auto brands should gain strong reputations and a bigger voice in setting international standards. The industry is told to peak carbon emissions before 2030 and pull its supply chain toward a green, low-carbon transition.
Five priority tasks follow: stronger technology innovation, an upgraded industrial system, cross-sector fusion, a sound governance framework, and a new phase of global cooperation, broken into 17 specific measures and seven supporting programmes.
Technology innovation covers energy powertrains, intelligent chassis, vehicle connectivity, full-vehicle integration, and base materials, software and automotive chips. The industrial upgrade pushes AI across research, production, sales and service, plus green development and world-class enterprises. Cross-sector fusion links cars with telecoms, transport, cities and energy, including 5G, C-V2X and vehicle-to-grid.
Governance builds standards, testing and safety systems, capacity warning and a healthy market order. The global-cooperation task tells firms to lead global supply-chain and standards work, improve overseas service capacity, pilot cross-border data flows, and keep welcoming foreign investment.
