China has published the world’s first national-level capability-evaluation system covering the full automotive-chip chain. The State Administration for Market Regulation, through the certification and accreditation body CNCA, approved and released five certification and accreditation industry standards that build a structured framework for assessing institutions across the automotive semiconductor sector.

The package is led by RB/T 133-2026, a top-level general specification for auditing automotive-chip institutions, drafted by the certification centre under the administration. Four supporting guides follow: RB/T 134-2026 for chip design institutions, RB/T 222-2026 for certification bodies, and RB/T 247-2026 with RB/T 248-2026 for testing bodies, the last focused on compute-chip testing. All five take effect on 1 October 2026.
The release marks an institutional step toward a self-reliant automotive-chip quality-assurance system. By setting common yardsticks for design, certification, testing and compute capability, China is formalising how it judges whether the institutions behind its car chips meet a defined bar, rather than leaving each supplier to self-assert.
